ICLEI Korea Office Case Study Series No.16 Dangin City’s Citizen Engagement Governance: Civic Action Projects for Sustainable Development With the opening of Korea’s Seohaean Expressway, Dangjin enjoyed a prosperous economy thanks to remarkable growth as large businesses such as steel and thermal power companies moved into the city centering around Dangjin Port, which boasts the nation’s highest increase in cargo volume. However, its skewed industrial structure due to rapid growth, air pollution, inequality, polarization and other challenges pose a threat to citizens’ daily lives and health. In response to such challenges, in the beginning of Korea’s 7th municipal government, the city has set the Sustainable Development Goals (SDGs) of “leaving no one behind” as a top municipal value and been improving social injustice caused during the growth phase by laying out a vision “Future We Make Together, Sustainable Dangjin” and promoting citizen participation. Going beyond simple formality, Dangjin runs true citizen-engaging governance, where residents take ownership in discovering and addressing local issues via interaction and collaboration. [사례연구] No.16 - 당진시 지속가능발전을 위한 시민실천사업 당진은 서해안 고속도로 개통과 함께 전국 최고의 물동량 증가율을 자랑하는 당진항을 중심으로 철강, 화력 등과 관련된 대기업이 입주하면서 급속한 성장으로 풍요로운 경제를 이룩했다. 하지만 급속한 경제성장에 따른 편중된 산업구조와 대기오염, 불평등과 양극화 같은 문제들로 시민들의 일상과 건강에는 빨간불이 켜졌다. 이에 당진은 민선7기에 들어서, “누구도 소외시키지 않는다”는 지속가능발전목표(SDGs)를 시정 최상위 가치로 설정하고 “함께 만들어가는 미래, 지속가능한 당진”이라는 비전과 시민 참여를 바탕으로 경제성장 과정에서 발생한 사회적 불공정을 시정해 나가고 있다. 형식적인 주민자치에서 벗어나 시민 스스로 주인이 되어 지역의 현안을 발굴하고 상호소통과 협력을 통해 문제를 해결하는 진정한 시민참여 거버넌스를 운영하고 있는 당진. 당진은 성장 일변도의 정책에서 벗어나 모두가 함께 공존할 수 있는 미래로 나아가려는 활동을 통해 지속가능발전목표(SDGs)가 제시한 인류가 나아가야 할 방향성에 꼭 맞는 모습을 모범적으로 보여주고 있다. ○ 문의 : 윤영란 정책정보팀장 (younglan.yoon@iclei.org / 031-255-3251)

VLR GuideON (지방정부의 지속가능발전목표 이행 평가와 보고를 위한 안내서) 영문

VLRs(Voluntary Local Reviews) is the report on the evaluation of the Sustainable Development Goals implementation documented by local governments. Starting with the New York City in 2018, local governments around the world have examined and evaluated their status of the SDGs implementation through VLRs, developed follow-up measures, and shared outcome with the international community. VLR GuideOn is the guide that presents how to write VLRs and make effective use of them, covering key information needed for local governments to share their SDG efforts with the international community and widely spread them. ICLEI Korea has gone through the UN Guidelines for Voluntary Local Reviews; VLR guidelines from the United Cities and Local Governments (UCLG) and the United Nations Human Settlements Programme (HABITAT); the Asia-Pacific Regional Guidelines on Voluntary Local Reviews by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).
